Recruitment & Allocation Manager- Health New Zealand I Te Whatu Ora
Recruitment & Allocations Manager RMO Workforce Operations - Auckland Metro Region
Are you a strong people manager who can navigate complexity, connect the dots and turn competing workforce requirements into a clear plan?
We have an opportunity for a Regional Recruitment & Allocations Manager to join our RMO Workforce Operations team in the Auckland Metro region.
Despite the title, this role is about much more than recruitment.
You'll lead a key regional workforce function responsible for recruitment, candidate management, onboarding and the allocation of Resident Medical Officers (RMOs) across Auckland. At its heart, the role is about ensuring we have the right workforce in the right place at the right time, while balancing service requirements, training pathways, workforce availability, employment requirements and collective agreements.
About the role
RMO Workforce is a complex and highly interconnected environment. Our allocation processes bring together workforce numbers, service requirements, vocational and prevocational training pathways and employment requirements. You'll need to be comfortable working through competing priorities, understanding the dependencies between them and turning that complexity into a clear operational plan.
You'll provide leadership across the Recruitment & Allocations function, with responsibility for delivering annual and ongoing recruitment and allocation activity, workforce planning, employment administration, reporting, risk management and continuous improvement.
A significant part of the role is about planning ahead: understanding what is coming, identifying risks and dependencies early, and ensuring the team and our stakeholders are well positioned to deliver.
You'll work closely with clinical and operational leaders, HR and ER, training committees, unions, and regional and national teams. You'll need to be able to build trusted relationships, navigate different perspectives and translate policy, collective agreement and workforce requirements into practical operational solutions.
There is also plenty of opportunity to improve how we work. You'll contribute to strengthening processes, systems, workforce information and regional ways of working, with a focus on consistency, efficiency and a great experience for both RMOs and our stakeholders.
About you
You may come from HR, workforce operations, health operations, recruitment or another complex people-focused operational environment.
Recruitment experience is useful, but it isn't the defining capability we're looking for. More important is your ability to lead people, plan and organise complex work, understand interconnected processes and turn requirements into delivery.
You'll bring:
Strong operational and people leadership experience, with the ability to provide clarity, direction and accountability.
Experience working with HR/employment frameworks, policies, collective agreements or similarly complex requirements.
Strong planning skills and the ability to manage multiple interconnected workstreams, dependencies and deadlines.
Sound judgement and confidence working through complex problems where there may not be a straightforward answer.
Strong stakeholder management skills and the ability to build credibility across operational, clinical and corporate environments.
Confidence using workforce information and data to identify trends, risks and priorities and support decision-making.
A continuous improvement mindset and the ability to turn ideas into practical improvements.
Resilience, curiosity and a willingness to learn.
The position requires management experience alongside HR and/or recruitment experience, and places a strong emphasis on planning and delivery, analysis, relationship management and translating strategic goals into operational plans.
What we can offer
RMO Workforce is a specialised environment and there will be plenty to learn, but you'll be joining a highly experienced and collegial wider Workforce Operations team with deep knowledge of the RMO workforce and strong relationships across the region.
We work closely across operational, rostering, HR/ER, project and analytical functions, with a strong culture of sharing knowledge, solving problems together and supporting each other to deliver.
You don't need to arrive knowing the RMO workforce inside out. What we're looking for is someone who is curious, can quickly understand a complex operating environment and knows how to draw on the expertise around them while building their own knowledge.
This is an opportunity to lead an important regional function, work with a wide variety of people and have a real impact on how our medical workforce is planned and supported across Auckland.
